3.   Audit and Accounting Technical Support in the area of Specialized Audits carried out in accordance with the following:

          a.   Yellow Book and GAGAS audit requirements

          b.   Audits of Government Grants under the requirements of : OMB Circular A-133,Title IV and NDSL

4.   Assistance to clients regarding the compliance requirements for managing the programs outlined in

       # 3 above.
